The Ombudsman does not have jurisdiction to investigate private entities, other than an entity providing child welfare or juvenile justice services under contract with an agency that is subject to an investigation by the ombudsman.
Common complaints about private entities include Iowa managed care organizations, landlord-tenant disputes, and organizations formed under 501(c)(3).
Managed Care Organizations (MCOs)

What is a 501(c)(3)?
A 501(c)(3) is a private foundation established for granting money to charitable causes. Some entities may sound as if they are a governmental agency based on its name or description, and perhaps even serve some public purpose. However, these are private entities, and as such the Ombudsman has no jurisdiction over them.
Tips for Making a Complaint
► Ask if you can speak with a supervisor or manager about your issue.
► Clearly explain what your issue is and what you’d like the outcome to be.
► Write down the names of the people you speak with, when you spoke with them and what they said.
► Make the conversation about what you need, be persistent but remain calm and polite.
► If you are still unsatisfied, ask what appeal and review processes are available and pay close attention to their criteria and deadlines.
