The Ombudsman has jurisdiction to investigate complaints against state and local agencies formed pursuant to a 28E agreement. Before you make a complaint to us, we want to make sure the person you are complaining about has had an opportunity to review and resolve your complaint. For this reason, we ask that you first try to address your complaint with the people directly involved and/or supervisory staff.
The ombudsman does not have jurisdiction over private 501(c)(3) organizations.
What is a 28E Agreement?
Iowa Code chapter 28E allows governmental agencies to enter into contracts with each other. It allows agencies to provide joint services and facilities with other agencies. The most common type of agreements involve law enforcement services, fire protection, emergency response, and street maintenance.
What is a 501(c)(3)?
A 501(c)(3) is a private foundation established for granting money to charitable causes. Some entities may sound as if they are a governmental agency based on its name or description, and perhaps even serve some public purpose. However, these are private entities, and as such the Ombudsman has no jurisdiction over them.

Tips for Making a Complaint
► Ask if you can speak with a supervisor or manager about your issue.
► Clearly explain what your issue is and what you’d like the outcome to be.
► Write down the names of the people you speak with, when you spoke with them and what they said.
► Make the conversation about what you need, be persistent but remain calm and polite.
► If you are still unsatisfied, ask what appeal and review processes are available and pay close attention to their criteria and deadlines.
